Petion and Bolivar met in Port-au-Prince. Both had power: their illusions had gradually vanished as they came in contact with wretched human passions. All Petion could think of then was to strengthen the Executive Power, by instituting a presidency for life with extended attributions. Bolivar took advantage of his host’s political experience, and later on, he recommended constitutions modeled on the Constitution Haitian of 1816 in all the states where he brought freedom.

In Cayes, Bolivar received a lot of weapons and munitions, with the promise that he would abolish slavery wherever he would be victorious. Bolivar started the sacrifice with himself: he freed the fifteen hundred slaves who were working on his vast domain of San Matheo, near Caracas, without any condition (March 1816). But when he enacted general freedom, all the slaveholders, including his lieutenants, were displeased; they rebelled against him, and abandoned him. Defeated on July 10, 1816, Bolivar took refuge in Jacmel. He remained there for six months (December 26). Because of his energy and superhuman activity that no suffering could tame, he won great victories then, in Junin, in Ayacucho, ect.... and proclaimed the independence of Venezuela, Columbia, Ecuador, Peru, and Bolivia.

Petion et Bolivar se rencontrerent a Port-au-Prince. Tous deux avaient exerce le pouvoir: leurs illusions s'etaient graduellement dissipees au contact des miserables passions humaines. Petion ne songeait alors qu'a fortifier le Pouvoir Executif, en instituant une presidence a vie avec dec des attributions etendues. Bolivar profita de l'experience politique de son hote, et plus tard, dans tous les etats qu'il libera, il preconisa des constitutions modelees sur la Constitution Haitienne de 1816.

Aux Cayes, Bolivar recu en abondance des armes et des munitions, sous la promesse qu'il abolirait l'esclavage la ou il serait victorieux. Bolivar commenca le sacrifice par lui meme: les quinze cents esclaves qui travaillaient sur son vaste domaine de San Matheo, pres de Caracas, furent liberes sans condition (mars 1816). Mais quand il decreta la liberte generale, tous les proprietaires d'esclaves, y compris ses lieutenants, se dresserent, mecontents, et l'abandonnerent. Battu le 10 Juillet 1816, Bolivar se refugia a Jacmel. Il y resta 6 mois (26 Decembre). Grace a une energie qu'aucune souffrance ne domptait et a une surhumaine activite, il remporta ensuite de belles victoires, a Junin, a Ayacucho, ect.... et proclama l'independence du Venezuela, de la Colombie, de L'Equateur, du Perou, de la Bolivie.
